The certificate is fine except for the roof comments. The roof was completely removed 2017 and a new roof was established the same year which leads me to assume that it was correctly insulated, meaning that more heat will remain and not leak out.

Value for money :  To comply with legal requirements which provides no practical benefit of establishing actual insulation values or heat loss using thermal imaging which would have been useful. You get what you pay for, a report based only on what can be visually seen without invasive inspection.
Professionalism :  Very good advice upon limitations governing his assessment. Just another legal paper exercise enforced by law and exercised upon landlord, owners of a property. What a nanny state we live in!
