The new Home Buyer Report is a standard format inspection and report carried out by a Chartered Surveyor who is licensed for this service with the Royal Institution of Chartered Surveyors (RICS).  The RICS launched the new report format in July 2009.  From 1 April 2010, the previous Homebuyer Survey & Valuation (HSV) report format is withdrawn.  The RICS says the new format is an improvement on the old HSV format in as much as it is easier to read, more streamlined and generally more consumer friendly.  It is less comprehensive than a Building Survey but more comprehensive than a simple Valuation.

According to the RICS the benefits of the new Homebuyer Report (HBR) are:

A clear layout which is easy to understand so that you will quickly find the details you need.
Reference to the energy performance of the property, as recorded in the Energy Performance Certificate, bringing the report up to date.
Colour coded condition ratings make it easier to interpret the condition of various elements of the property.

Your Building Society or Finance provider may commission a Valuation report.  This slimmed down report can be very useful but it should be noted that it is produced more for the lender, rather than the purchaser, and may not necessarily contain the detail that you require.
